So, you're leveling a new hunter, and want to be sure you're using the best spec for the job? Well, a hunter BM leveling spec is just what you need; this spec gives your pet the ability to tank extremely well, gives you good mana and health efficiency, and is far less gear reliant than either Marksman or Survival. So nothing really compares to it when it comes to leveling! Here's my own BM leveling spec, the one I myself used to level my hunter (and the hunter pet spec I use with it!):
Endurance Training 5/5
Focused Fire 2/2
Thick Hide 3/3
Aspect Mastery 1/1
Pathfinding 2/2
Unleashed Fury - 5/5
Ferocity - 2/5
Bestial Discipline - 2/2
Ferocity 5/5
Frenzy 4/5
Intimidation 1/1
Ferocious Inspiration 3/3
Bestial Wrath 1/1
Catlike Reflexes 3/3
Serpent's Swiftness 5/5
Longevity 3/3
The Beast Within 1/1
Cobra Strikes 1/3
Kindred Spirits 5/5
Beast Mastery 1/1
And two points in either Spirit Bond or Animal Handler to finish your Beast Mastery points.
After you get all of that, finish out your Hunter BM Leveling Spec with some Marksman talents:
Lethal Shots - Rank 5/5
Mortal Shots - Rank 5/5
Mortal Shots - Rank 5/5
Focused Aim - Rank 3/3
Your hunter pet spec is just as important as your own. A tenacity pet is the only real choice here; a bear is a great choice.

Blood of the Rhino 2/2
Pet Barding 2/2
Thunderstomp 1/1
Grace of the Mantis 2/2

You also want to be using the right Glyphs for your hunter BM leveling spec. Good Major Glyph choices include the following:
Hawk
Mending
Bestial Wrath
Disengage
Serpent Sting
For Minor Glyphs, you'll want Mend Pet and the rest don't really matter.
